Victor was born in Fort Worth, Texas to Armandina Gonzalez Garcia and Ramiro O. Garcia in 1943. He attended catholic school from kindergarten through high school at St. Joseph’s Academy in Brownsville, Texas and Laredo, Texas. Victor went on to attend Texas A&M University as a member of the Corps of Cadets Company F-1 where he spent some of the most memorable and formative years of his life. This experience instilled in him a deep love of and appreciation for brotherhood and camaraderie and inspired him to serve his country in Vietnam as a Combat Medic in the 31st Combat Engineer Battalion as part of the 11th Armored Cavalry Regiment. Victor returned to Texas A&M University where he continued to pursue engineering studies and was reunited with his high school sweetheart, Adela Garza. They began their married life in College Station, where they welcomed their first-born daughter, Adela Deborah. Victor soon took advantage of a job opportunity at United Parcel Services in Houston, as an Industrial Engineer and Customer Relations Manager. Two more daughters, Yolanda and Anna, soon followed and the family put down roots, making Houston a permanent home. Eventually, Victor transitioned to the insurance business managing property and casualty claims with Kennel & Co. and later Palco Co. LLC where he made lifelong friends with his colleagues. Victor spent his preretirement years working as a social worker for the City of Houston, helping countless women and children. However, his most fulfilling and cherished role was volunteering as a Recruiter for the Texas A&M Corps of Cadets. Victor loved mentoring and guiding prospective students, and encouraging them to experience the challenges and successes of life in the Corps.
