The daughter of Lona Estell England and Charles B. Sissel, she was born on February 26, 1925 in the Jardin community, seven miles north of Commerce, Texas.
Frances made her profession of faith at age eleven and was a lifelong member of First Baptist Church of Commerce, Texas. She married the love of her life, Lt. (later Capt.) Rubin Joseph Miller of Perkinsville, Indiana at the parsonage of First Baptist Church, Commerce on May 20, 1945.
